Tibetan Parliament elects new Chief Justice Commissioner and Chief Election Commisioner

DHARAMSALA, Sep 15: The current Auditor General of the Central Tibetan Administration, Mr Kargyu Dhondup has been elected as the new Chief Justice Commissioner of the Tibetan Supreme Justice Commission and the current Secretary of the Department of Health, Mr Sonam Choephel Shosur has been selected as the new Chief Election Commissioner cum Chairman of Public Service Commission during the ongoing 8th session of the 15th Tibetan Parliament-in-Exile.

Pitted against Mr Pema Jungney, a serving member of the Tibetan Parliament-in-Exile, Mr Kargyu Dhondup got 19 votes while Mr Pema Jungney received 15 votes from the Tibetan lawmakers in a voting held during the Tibetan Parliamentary session.

Born in Rongjung, Ngari in 1957, Mr Kargyu Dhondup joined the Central Tibetan Administration in 1980. He first served as a junior clerk in the Office of the Auditor General and in his more than thirty years of service, held the position of Senior Clerk, Deputy Secretary, Joint Secretary and Additional Secretary in the same office before being appointed as the Auditor General of the Central Tibetan Administration in 2004.

From 1981 to 1984, he took three years study leave to pursue Articleship /Audit training at K.V Hariharan & Co. Chartered Accountants in Bangalore.

From 2001-2002, he did further studies at the Rochester Institute of Technology in US on Fulbright scholarship.

Since 2004, he has been serving as the Auditor General of the Central Tibetan Administration.

Meanwhile, Mr Sonam Choephel Shosur was elected as the new Chief Election Commissioner and Chairman of Public Service Commission during the ongoing parliamentary session after securing 20 votes against 16 for Mr Topgyal Tsering, the current Secretary of the Department of Education.

Born in Sakya, central Tibet on July 6, 1958, Mr Shosur Sonam Choephel is an alumnus of CST Darjeeling and went to Chandigarh for his further studies.

After joining the Central Tibetan Administration in 1982 as a Junior Clerk, he was gradually promoted to the post of Section Officer, Under Secretary and Deputy Secretary in 1992, 1993 and 1996 respectively.

He has also served as the Settlement Officer of Dharamsala as well as Hunsur and Delhi Tibetan settlements in his more than thirty years of service.

Since February 6, 2012 he has held the post of Secretary of the Department of Health.
