Tibetan Parliament concludes 2019-2020 budget session

DHARAMSALA, Mar 30: The seventh session of the 16th Tibetan Parliament-in-exile concluded yesterday after finalizing budget allocation for the fiscal year 2019-2020.

Through its 10-day session, the Tibetan Parliament approved a consolidated budget of INR 2,50,56,63,798 for the Central Tibetan Administration’s seven departments, autonomous bodies and offices of CTA for the coming financial year.

Speaker Pema Jungney in his closing remarks commended the house on the success of the current session.

“During the 7th session of the house, discussions were held over Middle Way Policy and Dolgyal. Middle Way Policy, as described by the President of the CTA, is essentially His Holiness the Dalai Lama’s vision. It is highly backed by Tibetans from both inside and outside Tibet and unanimously adopted by the Tibetan Parliament-in-exile. Therefore, it is important that we continue with it,” Speaker Pema Jungney said.

“Though it is imperative that we should strive towards uniting all the Tibetans, we have to realize that it’s a two-way street. It’s possible only if the Dholgyal followers can realize the course of their action and does what needs to be done,” the Speaker added and concluded by urging everyone to be united and continue to collectively work for Tibet and the Tibetan people’s cause.

Though the Parliament has approved Topgyal Tsering Zongkha, President Sangay’s nomination for Kalon (Minister) of the 15th Kashag (Cabinet) having secured the majority vote from the Tibetan legislators on March 22, there was a discrepancy between the Parliament and Tibetan Supreme Justice Commission over the majority vote count and interpretation of laws (Tibetan charter).

As it stands now, the Parliament will set up a committee comprising of its Standing Committee members to discuss over the matter.
