Citing Beijing’s belittling and unresponsive attitude, Gyari Dolam favours making ineffectual, the Memorandum on Genuine Autonomy for Tibetan People
DHARAMSALA, 30 Dec: Gyari Dolma, Former Kalon (Minister) of the Central Tibetan Administration (CTA) favours making ineffectual, the Memorandum on Genuine Autonomy for Tibetan People citing Beijing’s belittling and unresponsive attitude.
In spite of our commitment and dedication to resolve the issue of Tibet through Middle Way Approach that seeks Genuine Autonomy for Tibetan People, Beijing always gets cold feet that have resulted in their belittling and unresponsive attitude towards our mutually beneficial solution, Gyari Dolma said today at the tail end of her campaign to run for the top office of the exiled Tibetans from Mcleod Ganj, the exile headquarters of the Tibetan people.
Hence, the former Kalon favours making ineffectual, the Memorandum on Genuine Autonomy for Tibetan People that CTA submitted to China in 2008.
This won’t reflect badly on us nor does it reflects our shortfalls, she said and added that we held on to our bargain to the fullest.
She believes that making it ineffectual like the Strasbourg Proposal will in-fact make China think or might bring them to the negotiations table for dialogue.
With developments around the world that has countries distancing from Beijing and re-strategising their relationship or policy with China post-COVID-19, She further expressed her hope that the current administration though at the tail end of their tenure might likely be also giving it a thought.
On 2 September 1991, on the occasion of the Tibetan Democracy Day, the then Kashag of the CTA announced that the Strasbourg Proposal is no longer binding declaring it ineffectual.
With the passage of the Tibetan Policy and Support Act of 2020 by the US Congress and European countries favouring and adopting similar policies on Tibet, She stated that It’s time for India, a great and kind host of exiled Tibetans to re-strategise their China policy.
Gyari Dolma who previously ran for the Sikyong’s office in 2010 and said that she did so to take part in the democratic setup of the Tibetan people and offered her service to the Tibetan People and National Cause by running an administration with a “sense of integrity, patriotism, and consensus”.
She further spoke in detail on her 8 point campaign manifesto of ensuring; His Holiness the Dalai Lama’s personal health and security to be treated as a matter of State Policy, the resolution of the Tibetan issue and the engagement process with China, promotion of democratic ideals by ensuring an independent media, on the Tibetan educational system, economic development programs, affirmative action, keeping the diaspora together and empowerment of the Tibetan women and youth.
“These are very important issues, and even if I don’t get elected to the office, I will approach with the same to whoever gets elected,” she concluded.
Gyari Dolma disclosed her intention to run for the upcoming Sikyong election of the Tibetan-government-in-exile after she described herself as an aspirant for the election in 2021 while speaking at an academic and cultural Youth Conclave-‘YAJUNSHI’ 2020 at Delhi University’s Kirorimal College on 17 Jan.
Exiled Tibetans will cast their vote for the preliminary election for Sikyong and members of the 17th Tibetan Parliament on 3 January 2021 and the final election on 11 April 2021.
After two candidates; Ragya Tenzin and Tashi Wangdue dropped out of the race, others in the run for 2021 Sikyong include former CTA Kalon Lobsang Nyandak, Kelsang Dorjee Aukatsang (Kaydor), former Speaker of TPIE Penpa Tsering and Tashi Topgyal.
